president joe biden is expected to present his plan to prevent more massacres on tuchlzesday. but i want to put up remarkable numbers them. nra contributed $20 million to federal campaigns last year. $20 million and gun control groups gave $4,000. and, 50% of the members of the new congress, more than half have an a-rating from the nra. given all of that, how do you and other groups that feel as you do, hope to take on the gun lobby in practical terms? how do you match their money and clout on capitol hill. >> look, the nra spent a lot of money on the elections last cycle and didn't have a lot to show for it, especially if you look at the senate and a lot of their candidates lost and, we're looking at return on investment, they had a very low return on investment. but, of course the nra is a very strong lobby and, i think the issue here is, who is going to represent the voices of the american people in this debate? we are talking about things that seem like common sense to the american people and they understand we need to protect people's rights to own a gun in their own home an protect

: that is true. when you think of joe biden, chuck hagel, barack obama, john kerry, you four guys that worked in that committee. i think they will find opportunities. they did work together. i remember david petraeus, when he was testifying about afghanistan, was asked by richard luger about strategy and where afghanistan fit inside the broader objectives. he said, that is not my job. my job is to achieve success and achieve our objective inside afghanistan. i cannot tell you what the trade-offs are. i respect very schmitt a great deal. we have a legitimate disagreement as far as the strategic objectives and costs the united states bore for that. when we invaded iraq, which i opposed, i thought was completely right to decimate al qaeda, i thought the rationale for dealing with iraq was different. i thought you moved saddam hussein, you basically create an incredible opportunity for iran to grow. that would require us to take a different -- it has always been about iran, but our decision to take up the chief storm and tap in the bottle was something that, where you get a real test of the quest

joe biden gave a list of recommendations from his task force. officials on capitol hill say the president is considering 19 steps he could take on his own without anything from congress. wendell goler at the white house tonight. what do we know about the president's plan, wendell? >> shep, we expect it will include a combination of things, proposals for congress to take up and things as you say the administration can do on its own. the latter include cracking down on people who lie on background checks, tougher penalties for gun traffickers and better access to state and mental health records. the president will also propose things that will require congressional approval including ban on assault weapons and high capacity magazines and universal background checks for gun buyers. all of these are long shots and aides say even those things wouldn't completely solve the problem. >> this is something that we have to address as a nation. it's not something you can do alone through executive action. it's not something you can do with even a series of laws that congress might pass.

that mean? what does that mean? why is joe biden hiding qualified women in his house? >> what i better than joe biden. >> i agree. i'm grad we're talking about it. that photo had about a dozen people in it. the reality is there's 22 members of the cabinet and cabinet-level positions. eight of them are women. another five are minority men. so it's not like that photo is exactly representative of the cabinet. that's one thing. and the other thing is the groups that are engaged many the clutching of the pearls on this are number one, republicans, who, come on, seriously, they couldn't even find any women to talk about birth control and they're obsessing over women's reproductive health and the beltway media which is not exactly teeming with women either. so i think it's a little bit of trolling. but, of course, the first term of a president is like freshman year. you have to surround the people that are good for you and the second term is like you're an upper classmen and you pick your roommates and it looks like from the past three highs picking bros, only guys but he's picking three very hig
